The problem of alcohol-related highway fatalities has led a majority of states to enact new legislative countermeasures. Because few states consistently collect information on alcohol involvement in fatal crashes, the evaluation of the effectiveness of these countermeasures has relied on surrogate measures of alcohol involvement. Using data from the U.S. Department of Transportation's Fatal Accident Reporting System (FARS), this study addresses the following questions: (a) Which of the several surrogate measures used are most likely to reflect alcohol involvement in fatal crashes? and (b) Do the trends in these surrogate measures provide an accurate appraisal of the true trends in alcohol-involved fatal crashes? The authors conclude that nighttime fatal crashes are the best surrogate measure of alcohol-involved crashes, but that surrogate measures may not accurately mirror trends in alcohol-involved fatal crashes over time, particularly in small states or over short durations. All drivers in fatal crashes should be given blood alcohol level (BAL) tests to most accurately assess the effects of drunk driving countermeasures.  相似文献

Abstract: Knowledge of headwater influences on the water‐quality and flow conditions of downstream waters is essential to water‐resource management at all governmental levels; this includes recent court decisions on the jurisdiction of the Federal Clean Water Act (CWA) over upland areas that contribute to larger downstream water bodies. We review current watershed research and use a water‐quality model to investigate headwater influences on downstream receiving waters. Our evaluations demonstrate the intrinsic connections of headwaters to landscape processes and downstream waters through their influence on the supply, transport, and fate of water and solutes in watersheds. Hydrological processes in headwater catchments control the recharge of subsurface water stores, flow paths, and residence times of water throughout landscapes. The dynamic coupling of hydrological and biogeochemical processes in upland streams further controls the chemical form, timing, and longitudinal distances of solute transport to downstream waters. We apply the spatially explicit, mass‐balance watershed model SPARROW to consider transport and transformations of water and nutrients throughout stream networks in the northeastern United States. We simulate fluxes of nitrogen, a primary nutrient that is a water‐quality concern for acidification of streams and lakes and eutrophication of coastal waters, and refine the model structure to include literature observations of nitrogen removal in streams and lakes. We quantify nitrogen transport from headwaters to downstream navigable waters, where headwaters are defined within the model as first‐order, perennial streams that include flow and nitrogen contributions from smaller, intermittent and ephemeral streams. We find that first‐order headwaters contribute approximately 70% of the mean‐annual water volume and 65% of the nitrogen flux in second‐order streams. Their contributions to mean water volume and nitrogen flux decline only marginally to about 55% and 40% in fourth‐ and higher‐order rivers that include navigable waters and their tributaries. These results underscore the profound influence that headwater areas have on shaping downstream water quantity and water quality. The results have relevance to water‐resource management and regulatory decisions and potentially broaden understanding of the spatial extent of Federal CWA jurisdiction in U.S. waters.  相似文献

Limitation of a necessary resource can affect an organism’s investment into growth and reproduction. Pogonomyrmex harvester ants store vast quantities of seeds in their nests that are thought to buffer the ants when external resources are not available. This research uses externally controlled food availability to examine how resource shortage affects colony investment, resource use, and resource distribution within the nest. Colonies were either starved or supplemented with resources for 2 months, beginning at the onset of reproductive investment and ending immediately before nuptial flights. Fed colonies invested more in overall production, proportionally more in reproduction relative to growth and in female reproductives relative to males. Stored seeds in starved colonies did not buffer production in this study. However, worker fat reserves were depleted in starved colonies, indicating that fat reserves fuel the spring bout of production. In starved colonies, worker fat reserves were depleted evenly throughout the nest, distributing the burden of starvation on all workers regardless of caste and age. A reallocation of diploid eggs into female workers rather than reproductives best explains the observed change in sex ratio investment between treatments. The redistribution of resources into growth relative to reproduction in starved colonies is consistent with life history theory for long-lived organisms, switching from current to future reproduction when resources are scarce.  相似文献

Abstract: Sediment oxygen demand (SOD) is believed to be an important process affecting dissolved oxygen (DO) concentrations in blackwater streams of the southeastern coastal plain. Because very few data on SOD are available, it is common for modelers to take SOD values from the literature for use with DO models. In this study, SOD was measured in seven blackwater streams of the Suwannee River Basin within the Georgia coastal plain for between August 2004 and April 2005. SOD was measured using four in situ chambers and was found to vary on average between 0.1 and 2.3 g O2/m/day across the seven study sites throughout the study period. SOD was found to vary significantly between the watersheds within the Suwannee River Basin. However, land use was not found to be the driving force behind SOD values. Statistical analyses did find significant interaction between land use and watersheds suggesting that an intrinsically different factor in each of the watersheds may be affecting SOD and the low DO concentrations. Further research is needed to identify the factors driving SOD dynamics in the blackwater streams of Georgia’s coastal plain. Results from this study will be used by the Georgia Department of Natural Resources – Environmental Protection Division as model input data for the development and evaluation of DO total maximum daily loads in the Georgia coastal plain.  相似文献

Urban stream restoration continues to be used as an ecological management tool, despite uncertainty about the long‐term sustainability and resilience of restored systems. Evaluations of restoration success often focus on specific instream indicators, with limited attention to the wider basin or parallel hydrologic and geomorphic process. A comprehensive understanding of urban stream restoration progress is particularly important for comparisons with nonurban sites as urban streams can provide substantial secondary benefits to urban residents. Here, we utilize a wide range of indicators to retrospectively examine the restoration of Nine Mile Run, a multi‐million dollar stream restoration project in eastern Pittsburgh (Pennsylvania, USA). Examination of available continuous hydrological data illustrates the high cost of failures to incorporate the data into planning and adaptive management. For example, persistent extreme flows drive geomorphic degradation threatening to reverse hydrologic connections created by the restoration and impact the improved instream biotic communities. In addition, human activities associated with restoration efforts suggest a positive feedback as the stream restoration has focused effort on the basin beyond the reach. Ultimately, urban stream restoration remains a potentially useful management tool, but continued improvements in post‐project assessment should include examination of a wider range of indicators.  相似文献

Males of the brush-legged wolf spider Schizocosa ocreata (Hentz) have conspicuously decorated forelegs used in courtship and agonistic displays. Approximately one in five juvenile males has a missing or regenerating foreleg, and regeneration of a leg lost during development usually results in the absence of a decorative tuft on that leg. The subsequent asymmetry in this male secondary character significantly decreases success in both courtship of females and male-male agonistic interactions. Experimental removal of tufts from one leg of previously successful symmetric males produces similar results. As a test for concomitant behavioral effects, female spiders were shown video images of a courting male with symmetric tufts and the same video image altered to have asymmetric tufts. Female receptivity to the asymmetric video image was lower. In contrast to fluctuating asymmetry resulting from developmental instability, leg tuft asymmetry in S. ocreata most likely arises from a single event during ontogeny – possibly leg loss from an aggressive or predator encounter  – and may serve as a quality indicator in female mate choice. The temperate rain forest of Chiloé Island, Chile, is inhabited by an endemic fox ( Dusicyon fulvipes ) first described by Charles Darwin and now designated Darwin's fox. Despite morphological differences, Darwin's fox has been considered only an insular subspecies of the mainland chilla fox ( D. griseus ). This follows the assumption that the island population, with an estimated population of less than 500, has been separated from the mainland chilla fox for only about 15,000 years and may have received occasional immigrants from the mainland. Consequently, this island population has not been protected as endangered or bred in captivity. Recently, a population of Darwin's fox was discovered on the Chilean mainland 600 km north of Chiloé Island. This population exists in sympatry with chilla and possibly culpeo ( D. culpaeus ) foxes, which suggests that Darwin's fox may be reproductively isolated. To clarify the phylogenetic position of Darwin's fox, we analyzed 344 bp of mitochondrial DNA control-region sequence of the three species of Chilean foxes. Darwin's foxes from the island and mainland populations compose a monophyletic group distinct from the two other Chilean fox species. This indicates that Darwin's fox was probably an early inhabitant of central Chile, and that its present distribution on the mainland may be a relict of a once much wider distribution. Our results highlight the ability of molecular genetic techniques to uncover historical relationships masked by recent events, such as local extinctions. The "rediscovery" of Darwin's fox as a distinct species implies that greater significance should be given to the protection of this species and its unique habitat and to documenting the extent of its mainland distribution.  相似文献
